What is "Order level refund"?

I sometimes partial refund customers for combined shipping.

I always wondered what the "Order level refund" is for and how/why you would use it.

With only one item in the order, the item refund and order level refund are the same.  You can fill in the partial (or total) refund in either place and the other will populate with the same number. 

If there are multiple items, and you enter a partial "order level" refund, eBay will split it up to a partial refund on each item, adding up to the "order level" refund.

1 item order/ partial refund: put in amount on 1st line if I put in same on order level..it doubles refund @ total!!

Then only enter the number in ONE place. It's not rocket science.
