Buyer hasn't paid for their purchase yet, and it's been three weeks. I have sent the invoice several times, and contacted the buyer, but there's been no response. eBay used to have a "Report a Problem" option, which I used to use on the rare occasions when this happened, and almost always received the payment quickly. I don't know if those buyers forgot, if my messages and invoices weren't reaching them... whatever the reason, it seems eBay DID reach them and they paid.
But now it seems that option is no longer available. I can cancel the sale and relist, but there's no longer an option to have eBay notify the buyer and give them three days to pay. Please advise.

You don't have to choose to have ebay notify the buyer. Believe me, as a buyer, ebay starts nagging as soon as the listing ends, and continues on ad nauseum until you pay. I buy lots of things from auction listings that will end over time on different days from the same seller to be combined and paid at a set time. I get payment "reminders" until I want to scream. I tried to see how to turn them off, but have not found the right place yet.
Just cancel your sale as suggested above, and don't worry about it.

If the buyer doesn't pay, just cancel it.

Buyers not paying is no longer a problem anymore, so ebay changed it to cancel sale.

If a seller follows through with the new unpaid item procedure, buyers will still be issued a non-payment "strike." Sellers can block a buyer id that has more than two strikes in twelve months (or a less rigid restriction if they so choose).
