What are Single Swap Playing Cards?

Probably a dumb question, but I'll ask anyway.  Went to list some interesting playing card decks and while doing research came across a bunch of very low priced listings (99 cents with Free Shipping) for "single swap playing cards".  I get that these can be collected like stamps and postcards, but why are they called swap cards? -  and how can any money be made at these prices?
