Sold two items to a buyer today, we went back & forth a bit on the prices, then he made offers on both and I accepted both. One light weight item was free shipping, the other 3 lb. item was set up with calculated shipping. I went to send an invoice to the buyer and it showed absolutely NO shipping charge! I had to go back to the calculator with his zip code and figure out what to charge him, then add it on the invoice.
I have sent hundreds of invoices like this one and the shipping has always been there automatically entered. I have no idea why this one was different, but it means more work to take care of a problem that shouldn't exist! It would have been way too easy to miss the change and accidently send the invoice with no shipping added.
Then, to add to it, the buyer is from Connecticut, and eBay just started collecting sales tax for that state today. Since this buyer argued over a $1 price difference in his two items, I think he is going to be very unhappy when he sees more than $6 in taxes on his invoice.
Not the best day I ever had. (Furnace died Saturday night, very cold outside & in the house until today, fix cost $380.00)

Make sure you haven't set shipping up to they pay for one and any other items are free. If the first was free and any addition items were added as free-you'd get free shipping.
I never set up any shipping rules in eBay because I want to decide between myself and my buyer what is fair and reasonable.
Great Moms turn them off first.

Combined shipping rules use the most expensive shipping cost as the base cost and then do whatever with the additional items (discount the shipping, make them free shipping, etc), so that can't happen.
