What should I do in this situation?
The buyer paid - the item is still in my possession. The item is still in my seller hub, with a "ship by Jan 10".
eBay sent me the email right as I was packing the order today so I didn't make a shipping label.
Is the correct response to cancel the transaction, with "issue with address" or something? eBay suggested actions below do not give me much insight

I had a few of those.
Do nothing.
eBay lets you keep the funds and tells you not to mail item out.
Buyer is probably no longer on eBay...so a refund might go to the eBay picnic party.

It's so refreshing to see someone come here and say that ... as opposed to those who come here and do nothing but complain and blame ebay for their slow sales.
Maybe it does have something to do with what you're selling?

I've had a few of these over the years, I just ship the orders, never heard a peep on any of them.

I do the same as @slippinjimmy & never once had a problem. Usually by the time I get the eBay notice the item has already shipped anyway. Personally, if you were paid, I would have just shipped it.

Buyers often morph into brand new buyers! I’ve had several just start new accounts with same name and address.

Ebay sends these types of emails out when there is something on the Buyer's account seem to be a security risk to you and/or the site. Keep in mind Ebay is not always right. They do this kind of early to make sure they are being abundantly cautious.
I've personally had many of these over the years I've sold here. None to date have ever actually presented a problem for me. This is my personal experience with these kinds of things.
If I get this type of email BEFORE I've shipped the item. Out of an abundance of caution, I cancel the transaction using the reason as a problem with the address and I fully refund the buyer. With that said, I have found it extremely rare for Ebay to contact me BEFORE I've had a chance to ship the item.
For me, these emails usually arrive well after the item has shipped and even sometimes after the buyer has received the item. So really too late for me to do a thing mostly. But even if the item hasn't arrived, I do not try to intercept the package or really do anything.
Out of all these I've had over the years [25+], they have never presented a problem to me. The buyer paid, I shipped and the buyer received the items. I have never had a Claim filed by the buyer nor a Chargeback of any kind on any of them. It simply turned out to be a good transaction. Very uneventful except for the Ebay email.
Sometimes after the initial email from Ebay, there will be a second one occasionally telling me that all is fine. But I already knew that.
The nice bonus of these emails. Even if we shipped the item and do not cancel the transaction Ebay refunds us our selling fees. I kept mine on all the transactions I've had like this over the years.
