It looks like one to me.

It is not a watermark as such, but it is text on an image and not permitted.
Watermarks are translucent and superimposed over the item.
Some people are trying the use of pictures where the items are physically photographed laying on or hanging in front of logo'd backgrounds, but I don't believe that's allowed either.

We are still able to use watermarks. Ebay made an announcement a while ago.
They did not state when the No WM policy will take effect.

Not exactly true. The No WM policy stands, but they have delayed taking listings down for it. The 'no text on images' policy has been around for quite a while and listings can be removed for that. OP's image is in violation of that policy.

Not exactly. The announcement says eBay will not enforce the watermark policy as of May 2018. What it does say is that google shopping ads will not pick up pics that have watermarks. That means that sellers whose pics are watermarked will not have their listings picked up for google shopping ads. https://community.ebay.com/t5/Announcements/Watermark-Removal-Policy-Enforcement-Update/ba-p/2780374...

I saw a listing that had the contact info written on the wall behind a motorcycle wheel.
It said "for a good time call" then the phone number. I looked up the number and it was the sellers shops phone number.I am pretty sure thats why ebay is eliminating text in pictures.
