I had an item listed with a best offer option. The buyer sent me an offer and wrote a note along with the offer stating he would also cover the shipping cost. I accepted and sent out the invoice without the full amount of the shipping and the buyer paid that. After getting back from the post office I contacted the buyer and asked for the additional money for shipping. Needless to say he refused..saying it was too much money. I then contacted ebay and put in a dispute. Somehow the note form the best offer now was changed to " I WOULD COVER THE COST OF SHIPPING " it was in my ebay name!! Has anyone had anything like this??

That's still a personal account page. Only you can see it.
Was this item listed on eBay USA?

I never closed out the sale by saying he paid me.. maybe that's why it's not showing completed

Since no one can access the listing in question to try and help, why don't you capture a screen shot of the listing and post it to the forums? Just be sure to block out the buyer's ID when you do.

So, have you changed your passwords? Have you informed eBay about being hacked?

OK so here is the thing. If you are selling ink carts which weigh less than one pound. Its cheap enough to ship them first class mail for about $3 this is why he didnt want to pay $15 shipping.

I see six sold listings with those keywords, none of them being yours.
Strange that all of your listings that we can see offer free shipping, but this one doesn't.

They were shipped in the box that they came in from the factory

So you think someone went to all the trouble of committing a Federal crime, just so they could change their name to yours in a Best Offer?
Whatever.

And, once again, have you changed all your passwords and reported the hack to eBay?

"I never closed out the sale by saying he paid me"??? That sounds like you accepted his offer, sent him a personal invoice through pay pal and ebay never got their fees because you never acknowledged that he paid you? Did you then cancel the transaction through ebay since you never admitted to having been paid for the auction. If you cancelled it, that may be why it's not showing in the sold, completed or current listings with that number.
If this is the case maybe you shouldn't be calling ebay complaining about it or letting them read your messages. If they found you made an off ebay sale they could very well suspend your account.
IF he said he would pay the shipping and you knew it was going to be 15 bucks for each item why didn't you invoice him for that so he could pay you? This whole things sounds either stupid or fishy.

That's what he should have done. Instead, the seller shipped it out, incurring a $63 shipping cost, assuming the buyer would pay him later for the shipping cost.
