I just created my very first listing and need to cancel it. I have more than 12 hours left, 2 bids, and reserve is met. Will I have to pay the 10% fee, or does eBay waive the fee for first time sellers?! Thank you!

Hi,
Don't cancel your very first order, specially when you have 2 bids and reserved price is also met. Your account might get suspend for this. Contact the buyer and explain the situation and make him/her ask you to cancel the order if you really need to cancel it. This way, you can keep the account safe and you can cancel it too. If you sell it, you will have to pay the final value fees. I hope an angel comes, places another bid and win the auction and ask you to cancel it.

It might help us if you explained why you feel you need to cancel it?

eBay has a page that explains ending an auction in detail.
https://www.ebay.com/help/selling/listings/creating-managing-listings/ending-listing?id=4146
Nowhere on that page does it mention waiving the rules for "first-time sellers".

eBay used to have a policy that the first auction cancellation per calendar year would not be charged the penalty fee. But that statement no longer appears on the policy page.

Looks like it was discontinued (assumed by removal) sometime between 2017 and 2018

You might get a 1-time waiver if you contact eBay (emphasis on "might"). However, you're not getting a refund on the reserve fee. Bad decision to use a reserve.
