What happened to those free listing offers that show up when you don't need them? When you could use them, nothing? I find this strange indeed.

Yes, I have 3 items that did not sell the last 4 times I listed them, but they will probable sell if I continue to list them when we have free listings.
I don't have any items to list that are more likely to sell because they are already listed.

Nothing strange here.
Free listing promos are for the benefit of eBay whereby they can fill categories that may be currently lacking. Free listing promos are random and not all sellers do or will receive them.

I would love to have some. I had been offered them twice before. Guess I did not use enough of them to get another offer. Waiting for free listings

Well I am about to celebrate one year without a single free listing offered. Those who say it is a random thing do not understand the concept of randomness.

TBH, I think it's category based. I tend to get two a year, both during Transitional season in Fashion, which is kind of a slack period, at least for me.

Just had a 100 and then 200 one that were back to back about a week or two ago. Typical monthly like I always see on all accounts.

There is absolutely no way that a large corporation, like Ebay, that has mountains of data and the tools to analyze such data is not going to simply use a random number generator for anything. That is simply not how the corporate world works. To think otherwise is delusional. As to what parameters Ebay uses in their algorithm to allocate the free listings is unknown to us mere mortals here. But I would think there would be a small amount of randomness built into the algorithm to allow for plausible deniability.
