The volume pricing options in the revised/new listing tool are a major step backwards from what the options used to be, unless there are hidden settings I am missing.
In the new tool, the only options are for quantities of 2, 3, and 4, nothing higher, and in order to access the higher quantities, you MUST specify a discount for the preceding quantities, meaning you cannot specify a discount for a quantity of 4 without having given a discount for 3, and 3 without having also given a discount for a quantity of 2.
This is idiotic.
What if I want to give discounts at quantities of 5, 10, and 20?
What if I only want to give discount breaks starting at 3 rather than 2?

The basic listing discount was always this way. If you want to offer custom discounts create a variation listing with entries for whatever various quantities you want at whatever price you want for each.

To make sure I understand, how would I make a variation listing like this that would apply to a thousand postcards?

The basic volume discounts and variations only work within individual listings. Are you talking about discounts across a thousand different listings?

You can do what you want across any or all items in your store and select your own quantity thresholds for discounts by going to the Marketing tab in the Seller Hub and selecting Promotions.
