Volume Pricing

Hello, I’ve been trying to create a volume pricing promotion in the seller hub for two days but it shows no inventory to select.  When I leave the marketing tab and go to my store, I can see my full inventory.  Any help getting the promo going would be appreciated.  Thanks.

FWIW, I consistently create volume pricing through the listing tool. If I want to add volume pricing to an existing listing, I simply revise the listing.
