Volume Pricing Slider won't turn on, unable to turn on Volume Pricing

Unable to turn the Volume Pricing on, please see pic. This happens frequently, I put a listing together only to find certain features just simply do not work in the listing, like Volume Pricing and I cannot understand why.

What are the parameters to turn it on for this listing?

Replying to my own comment, but the only place to turn on was in the Manage Active Listings area, then 'Add/edit volume pricing'. This overrides the slider in the listing and turns it on.
