Very odd payment hold on 1 singular order, all other orders are normal and processing. Thoughts?

Pics at the bottom of the post help explain context. Not sure what to think here.

 

I sold an item- a small order ($4.95 pre-fees) and funds for this were immediately put on hold while instantaneously receiving a message from a buyer stating to upload the tracking number. Their account is a few weeks old. I am not a new seller, I have sold more or less a few items a week for a couple years now. I have not been on a "cold streak" for my sales and all items are shipped within handling time. I am not a new seller, and I even received payment for another purchase AFTER this one that was put on hold, for which said order was even worth more and these funds were NOT put on hold. 

 

This whole thing seems odd to me.

Would it be safe to ship with ESUS tracking number? Many times these don't get the final delivery scan and many buyers can't wait for their chance to claim item wasn't received. If I ship with USPS Ground Adv, I will guarantee the delivery and get my funds but will but will end up in the negative so seems pointless to do this. I have not seen this happen before, any insights?

Has anyone experienced this? Does it have something to do with me, or  the buyer? 1.jpg2.jpg3.jpg4.jpg

Is the shipping address a freight forwarder?   Anything otherwise suspicious about the address?

 

How are your metrics?

 

Never seen anything like this before.   

 

An eBay "innovation" should not be ruled out.

Same, never seen anything like it. Their address is a normal rural house. Metrics are all good. Top rated,

  • Transaction defect rate 0.00%
  • Late shipment rate 0.00%
  • Tracking uploaded on time and validated 100.00%
  • Cases closed without seller resolution 0.00%

     

    I am also not ruling out some type of "innovation" here.
