I live in Italy but plan to sell on Germany eBay. How can I proceed? Is it necessary to have a VAT number, or is it possible to sell without one?

This is a discussion board in US for US sellers. You need to pose the question on the Italian or other EU discussion boards. EBay has a page for EU sellers:

From what I know, every seller within EU has to have a VAT Tax ID. From that article it appears, that you do not need to get that number personally, you can use ebay's number. ebay is registered in Europe and if you are using ebay to sell, you use ebay's VAT Tax number. For example, when I sell (form USA) to EU, I use ebay's VAT tax number.
If you want to sell on the German site, you really need someone from EU to give you an answer. It may get a little bit complicated in the sense that there may be different tax consequences if the buyer of your item is someone from Germany or someone from Italy.

This is a US Community discussion forum. Most here would not know how to advise. You would be better served by logging out of ebay.com and logging back into ebay.com/eu to get the answers and advice you need.

As others have said, the sellers on the ebay Germany board would have more information.
Unless you are listing on .com, the link given to you in the second post won't apply as that is for some international sellers that list on this site. eBay Germany may have different rules.

There is no ebay.com.eu The poster would be best to sign into ebay.de since they want to list on that site.
