I know I am late to notice, but I just realized the promoted listing fee is calculated including both shipping and sales tax.
While I understand some overcharge for shipping, or would if it would escape fees, and can kind of understand charging for the shipping costs (not really, since we buy the labels thru eBay), I can find no justification on being charged a percentage of their taxes paid.
Seems a vast overcharge to sellers. Not even really sure its legal.

Prior to 07/01/2022 the promoted listings fee was based on the item price only. It was that way for years since the inception of promoted listings. Then eBay decide to "recalculate" how PL's were charged. Every month since, they redefine terminology in their policies and recalculate fee structures to minimize any profit margin for sellers. In the past three years, I can name 10-12 changes that cost sellers more. eBay has adopted it's sellers as it's main source for revenue.

eBay does not need to justify its fees to anyone. Can buyers find a justification for your prices?
Not even really sure its legal.
Credit card companies have charged fees on shipping and tax for half a century. Are you aware of a law that makes this illegal just for eBay and no one else?

I have only a degree of qualm with the fvf on the order total , but, what I feel is downright sleezy is the promoted fee on the entire costs of the order, including sales tax. To quote Joe Buck, "that is a disgusting act".

Prior to selling it would have been to your benefit to read some of the help and policy files available on eBay. Two key ones are the Money Back Guarantee and the eBay fee schedule.

After any policy change concerning sellers, there are two options: Accept or exit. If acceptance is one's choice, it will, upon occasion, be a difficult mastering. Each seller must decide for themselves if the reward outweighs the aggravation.

Yeah. I complained about this an ebay didn't care. I'm going to consult my state to see if this is legal. Charging fees for shippingAND taxes seems super shady. **bleep** hate ebay and they just keep gouging sellers.

You mean you have a problem with Ebay double charging you on the sales taxes? First they got to charge you 13.25% to handle them. And then they get to charge you again to handle them even though the amount never changed?

There is no way that overcharging for shipping can "escape fees" since the final value fee is calculated on the total amount paid by the buyer to the seller.
Item price $10 and shipping $5? FVF calculated on $15.

OP isn't complaining about "shipping overcharges". He's wondering why in the world PL fees are being charged on his shipping and taxes. They took their FVF's out of the taxes and shipping already. Ebay HAS BEEN PAID. The PL listing fee should only apply to the merchandise sold.
He's got a point.
But I really don't care. I refuse to use PL's and will quit selling before it ever happens.

I agree. I sell mostly single baseball cards with some sets/lots thrown in. You can imagine how saturated this market is, especially the new products that are released every month. I have tried promoted listings. It doesn't work for me. It may push me up front so the buyers can see but the end result is total price the buyer is really to pay. Say, I'm selling a card for 99 cents/$1.25 S/H. There are always sellers selling same for 99 cents/Free Shipping. What? With fees/shipping cost, there is no profit there. Luckily, I don't do this to put food on the table.

People are finally waking up to the promoted listings scam. It's not designed to help sellers get visibility.... It's designed to get eBay more revenue. They stopped trying to improve and build the site or bring in more buyers with advertising.... Instead they decided to bleed the current seller base for short term gains with more and more fees and gimmicks.
It won't stop until all sellers stop using promoted listings unfortunately.
