Where is the user ID history for particular eBay users? It used to be you could click on a little icon beside their name and see their user ID history when they would change their username........I don't see that feature anymore?

Gone. There's an information icon that states the id has been recently changed, but there's no longer a link to the history. Go figure.

There seems to be no way to find that information any more. Even the link that I saved doesn't work.

That gives a user's feedback profile, but that is not what the OP is looking for.
eBay used to have an easy way of seeing a member's past user ID's if they had changed their ID at any point in the past. (Users can change their ID every 30 days, if they want to.) Then eBay started camouflaging the original first ID that the member had used (which often was an email address in the early days). But now there seems to be no way to see any of the user's past usernames.

IT'S GONE.
The way eBay systematically kills off features WITH NO ANNOUNCEMENT is so typical and formulated...
1. First they'll HIDE the feature/page by moving an obscure place making it as difficult as possible to find. T(hey do this in attempt to make you forget about it as well as stop NEW members from knowing it ever existed)
2. Next, they'll REMOVE the link so they the only way you find the page is if you know the URL.
3. And finally, they DELETE the page or feature altogether. By this time, only a tiny percent of members are using the feature so there won't be any outrage or mass protest.
Back in 2014, it was all the rage when eBay removed buyer bid history and before that is was when eBay made feedback anonymous and before that is was Widcard searches with the * symbol.
And it won't stop here. They're going to remove more features because eBay does not want you to know who you're buying from or selling to. What's next on the horizon? Maybe they'll completely removing the ability to contact sellers. Maybe they'll shut down the eBay community forums altogether? At the rate they're going, it's not a big stretch. The things we love about eBay's platform is how it differs from Amazon, but they seem hellbent on becoming more like them.

Sometimes it feels as if ebay wants their sellers unprotected. I am pretty sure an ebay buyer that I blocked changed their username so that she could bid on one of my items. I wanted to check their ID history to see if it had been changed recently and found that it was no longer a feature.

In my experience, a user will stay blocked if they change their user ID, though not if they set up a separate new account.

I see that as another thing, on the long list of things that were useful for Discussion Boards members to provide educated advice to OPs, that has disappeared in the last couple of years.
Some, perhaps a tad paranoid, users may have likened it to doxxing, but I don’t see how knowing that UserWhoUsedToLoveHisDog from Lawrence, KS, is now known as UserWhoNowPrefersCats from Lawrence, KS would lead to determining any personal and/or confidential about someone ¯\_(ツ)_/¯
