Hi eBayers!
I need your help, I just scrolled at my overview page in Seller Hub and then I saw that my 100% of tracking number uploaded on time and validated went down to 97%
I clicked on that in order to figure out why and I dont get it, The item arrived to the buyer and you can clearly see it on ebay, also, I used USPS , no more legit than that.
How can i fix this? I tried to appeal but it does not help so much

No pickup or dropoff scan, or was there any scan at all throughout its journey to the buyer?

Missing a few details but going to guess/assume a couple things. When you purchased the USPS label through eBay did the tracking number upload to the order? If you are checking the tracking are you doing so through the eBay tracking number or are you looking at it through the USPS tracking web site. On occasion the eBay pull of the tracking information from USPS does not work and eBay will show one set of tracking data and USPS will show another.
What class of USPS postage did you use? Which of your sold items is this for?

If you don't have an Acceptance Scan within you stated Handling Time, none of that matters. Did you get Acceptance Scans?

If you look at the details on your dashboard and use the drop down menu you can get a detailed report that will tell you which transaction(s) were late and the reason. From the dashboard click on the >
From the expanded view click on the down arrow
Fro the expanded view click on the get full report. This should give you the specific order or orders and the cause.

In general eBay's systems function properly but there have been known glitches. In the OP's case there are multiple factors in play one of them being the interface between eBay's data pull from USPS but the other being the OP's interaction with the system. The OP may have in fact created the label and had it uploaded on time but did not ensure they received the USPS acceptance scan within the timeframe. This happens frequently with USPS pickup or when items are dropped in a bin at the PO.

This means your packages are either not being scanned in within your estimated handling time, or ebay has a glitch somewhere.
This is why its a bad idea to offer 1 day handling, you cannot count on USPS to scan every package the moment its dropped off. Many times my packages don't get an initial scan until several days after I've dropped them off at the PO.
Another option you have is to find a USPS location with a self-service kiosk, which allows you to scan in your packages on the spot.

I faced same issue of your on June, I uploaded the tracking number within handling time, but DHL picked up the package after handling time been ended (which ebay considered late), then i contacted ebay, then ebay replied my message with explanation, i'll put their reply down below:
"Dear Rami,
Thank you for contacting eBay Customer Support regarding Seller Dashboard.
I have reviewed all the details related to order no. xx-xxxxx-xxxxx , which was placed on the 12th June. According to your settings, you have a handling time of 2 days, which would require shipment of the item by 14th June.
By looking at the tracking provided we understand that you have created the label for this order on the 14th June and uploaded it in the system. But the 1st carrier scan (so item actually picked up by the courier) happened on the 15th June, which would be considered late. Please remember that creating the label is not considered shipping the item and you need to make sure the parcel is handed over to the carrier within your specified handling time.
I understand that this is not the answer you were expecting, but please understand our position in this matter.

So i changed my "Handling Time" from 2 business days to 3 business days for all listings.
*By the way, you can't appealing this "no carrier scan" late through Removal Defect Request link, This issue will not effect on your selling performance, actually 97% still very good, ebay will remove it within 3 months, The real defects are (Transaction defect rate) & (Cases closed without seller resolution), So try to minimize your both ratings in future orders.

The only way you can be certain of the scanning time is to bring it to the Post Office and have them scan it in at the time. When you have a number of items it's worth the trip to the Post Office (and have them scan while you're there.)
I've actually had an "accepted" first scan in DELAWARE three days after I mailed it in Florida. When the Post Office "accepted" time is shown as something like "2:14 A.M." you would think someone at Ebay would realize that is NOT when you mailed it.
Sometimes after NO scans for 3-4 days they unload a backlog of a dozen scans on delivery day.

Is there actually a defect for late shipping? My rate also went down to 96%, overnight it seemed. I figured out eBay changed my handling time to 1 day, instead of the 2 days at which I had it set. I often do ship in one day, but not always. I reset my handling to 2 days and anticipate my rate will go up when ( should I say if?) I get some sales.

It's not really a handling time problem, it's an Acceptance Scan problem. 1 day handling is no problem if you get your Acceptance Scan when you drop off the pkgs or have them picked up or as someone else mentioned, DIY at the APC, if your post office has one.

I just realized ebay did that to me as well. What a load of horse crap! The post office for whatever reason sometimes won't scan my packages until it is delivered. Even if I ship it on the same day the buyer bought it. I think this stinks the way ebay dings us. I pretty much hate everything about ebay today.
