Uploaded on time but no carrier scan

Hello. Please help in the following situation.

According to the latest estimates of sellers, I received a downgrade to Above Standard, although I fulfilled all the conditions. The main reason is "Uploaded on time but no carrier scan".
I cite the following information on each item. Also, if necessary, I can provide postal service receipts.
itm/183569803345 sold Dec 11, 2018 , 4:34AM - Tracking number provided Dec 12, 2018 07:50am PST (less than a day);
itm/183566766602 sold Dec 06, 2018 , 10:14PM - Tracking number provided Dec 7, 2018 04:32am PST (less than a day);
itm/183551127074 sold Nov 25, 2018 , 5:24AM - Tracking number provided Nov 26, 2018 07:28am PST (November 25, Sunday - a day off and the postal service is not working, it turns out that time is met);
itm/183537726346 sold Nov 25, 2018 , 6:39PM - package sent and number added Nov 26, 2018 , 4:05АM (less than a day).
I try to fulfill all the requirements for sellers and be in the top. Be kind, help sort out the situation. Thank you in advance.

1.  No one here  can help you.  This is a discussion board  for US based Sellers & Buyer.

2.  I see you are from the Ukraine and I am not informed on how your postal system operates.

3.  But in the US - when you buy a shipping label thru eBay the tracking number is automatically upload to the  sales file and a notification is sent to the buyer the item has shipped.  This is not true - been that ways for many years.  All this really means  the seller bought a shipping  label and they will ship soon.   Then  it is up to the seller to get the package in the  hands of their chosen  carrier within the stated  handling time (i.e.  same day, 1 day, 2 day etc. handling time).  The seller need to be assured that the package was indeed scanned into the carrier system  Never take  the clerks word that  "it will be" have them do it in front of you.  This is your only way  protect your self.

Shipping time and receipts are not the issue here. eBay is saying that the tracking for those packages did not get a validation scan.

Uploading the tracking number is not the same as an acceptance or picked up by postal carrier scan.

You have to make sure the post office clerk or postal carrier scans your package in.

Are you sure that the service you are using does have tracking and delivery confirmation?  If tracking is not  included with that service the post office isn’t scanning the bar code so tracking won’t be validated. However, only sellers who are TRS (top rated sellers) need to worry about that rating.  If you are above standard, it isn’t necessary to have 90% transactions uploaded and validated.
