I don’t want international bidding, buying, and I don’t ship internationally. I try to make that clear in my listings, but still get foreign bidding and purchases, which have to be canceled and re-listed. How can I stop this bidding and purchasing totally?

There is no way to block international bidding. Sellers can only block international shipping.
International bidders can use any USA address as the shipping address to conform to your current settings.

You can't stop an international buyer from purchasing from you if they are using a domestic shipping address. And there's absolutely no violation of ebay policy for them to do that. (IMO, why wouldn't you want to sell your items? Who cares what country the buyer is registered in?)
As long as you have your buyer requirements properly set to prevent international shipping (which you do), they can't bid/buy with an international shipping address.
If you cancel sales based on where the buyer is registered, you won't have to worry about international buyers because ebay will prevent that!
Personally, I just don't get sellers' ways of thinking! The international fee for payments in minimal (1.65%) and your responsibility for seller protection end once tracking shows delivery. Buyers lose protection when they use freight forwarders so your worries are unnecessary.

I agree with @dryophelia , You can't block the international bidding, because most overseas bidders using Package Forwarding Services (like myus.com).
Best way to prevent any non payment bidders in the future is to set buyer requirements , go to the following link:

all you can do is in your postage policies block international countries. But if they use a freight forwarder they will still bid. Why not opt into ebays international shipping program, then you just send to ebays warehouse and they take care of the rest. The import fees and high shipping ebay adds on in that program would probably put off many international bidders. I would not cancel to many orders it can hurt your ebay account.

Thank you . I must say my eyes are rolling back in my head. I’ve had a buyer from Mexico, two from China, and one from Russia, in about 40 days mind you . It just happened again

Great 4 for 4 to some of the top scamming countries in the world. They pay just like any other buyer using one of the approved eBay payment methods. A lot of items ship through FF's without any issues or problems and eBay claims the buyer looses their MBG protection once the item arrives at the FF but they have waffled on that more than once. In addition in the face of a chargeback where the buyer went through their CC company to file a case the eBay policy means virtually nothing.
I used to sell internationally but had an extensive list of countries I would not sell or ship to due to the risk. I also used to utilize the GSP but have discontinued that program since eBay announced the transition of that program. When it comes to FF's I have canceled more than one order due to problem with the buyers address. I have also shipped a number of items through FF's without any problem.

We sell items that are restricted by the federal government to going to certain countries overseas. If an international buy from a restricted country uses a forwarding address here in the states, it's ultimate destination is still in a restricted country. Not everyone is selling used T-shirts here.
