It may have been their first offense. They aren't going to get thrown off after 1 incident. Want to prevent these people in the future who have patterns of this? Go to your selling preferences in your account settings, go to "manage who can buy from you" or whatever it says, and change your settings. You can block buyers from buying from you or bidding on your items if they have had at least 2 complaints for non payment in the last 12 months (that is the strictest setting). It's something like at least 2-5 non paid items in 1-12 months and you can choose the number of strikes against them and duration of time, but doing this will help prevent your interaction with those buyers who exhibit those habits and save you a headache.
