So.... My adventure with eBay started sometime mid 2017. I have had smooth buyers who pay the same day or notify me that I would get paid the next day (delay of funds to pay or whatever). Now in 2019, I am getting some buyers who make reasonable offers which I accept and they do not pay for it hence the product remains unpaid for several days hence I asked eBay to automatically open unpaid item cases and I would receive a final value fee.
Has anyone else experienced this and is there a way to block such buyers? Not to be rude or anything but I as a seller am starting to get these type of cases a lot in 2019.

I believe eBay said they are considering the possibility of integrating an immediate payment requirement into best offers. Until and unless that happens the only way to mitigate the problem is to not use offers and set your buyer block requirements to strict settings - blocking buyers with a minimum of 2 unpaid items in the last 12 months.

It's under site preferences. Let me know if you need a more specific path.

Buyers who get two or more unpaid item strikes will be unable to buy from thousands of sellers who use the block to block those with two or more strikes in a year.
You can also use your BBL. Add the id to your BBL and then if they don't have two strikes, they still won't be able to come back and do this to you again.
