Hello everyone,
I'm sure this isn't the first time this will happen to me, but I had someone make an offer on an item I was selling and 48 hours later, I never received payment. The buyer also never responded to any reminders that I left them. I ended up canceling the order so I could relist. However, now that I have done that, I am unable to create an Unpaid Item Case until the buyer acknowledges the canceled order (doubtful this will happen). Will I be able to retroactively be refunded the Final Value Fee? eBay would have taken around $35...

I dont' think so.
You don't cancel the order to relist.
You file the Unpaid Item DIspute, let it run it's course,
and then, if still unpaid, eBay will credit you your fees...
and only then .. can you relist.

Thanks for your response. I am only a casual seller. I'm not a store, eBay isn't a business for me. I exclusively sell personal items that I no longer want/need. In the app, I was given a prompt to cancel and relist, so that's what I ended up doing. But now I can't file an Unpaid Item Case and I don't want to pay $35 due to somebody that wanted to play games with me.

once a year we get to cancel a sale like you did and get our fees back. I hope this is the case for you.

Cancelling gets you your fees back. You can't cancel and file an unpaid item case. Only one or the other. It's best to only do the cancel option if a buyer asks to cancel

It is not possible to file an unpaid item case after filing a cancellation. It's one or the other.

Yes, hopefully. I think I might have been duped a second time. Why do buyers do this? Do they think it's funny to make empty offers? This will be 4 days now that I could have sold the item on eBay or elsewhere!

I have had buyers make offers and not pay. I wait until it's been 48 hours and immediately file the unpaid item case. Then I do have to wait the required few days to close the case. But that is the only way to get your fees back. But the buyer gets the unpaid item strike. Two or more in thew last 12 months will get them banned by a number of sellers who set their preferences to block bidders with two or more strikes on their record.

You never mentioned if you accepted the offer. If you did and the buyer has not paid, simply open a UID and if they don't pay within 96 hours, close it giving them a strike and put them on your BBL and relist the item. If they pay, ship the item and thank them for their business.

No sure why no one understands your issue, @elspeter44. Just check your rap sheet http://resolutioncenter.ebay.com for your cancel transaction case. If your buyer never responds, you can close the case yourself to get your FVF credit.

I would try calling eBay customer service and explain that this was an unpaid item if the buyer won't cancel. That's the only option I can see to get your fees back.

eBay told your buyer @elspeter44
If you don't take action by [date], the seller will be able to cancel the purchase without your consent to get their FVF credit.

Off topic... but, I didn’t know buyers had input on an out of stock cancellation. Interesting.
