When selling I only ship within the United States as stated in my listings. I had an individual from Puerto Rico win a bid and immediately pay for the item. I cannot possibly ship him the item for $10.00 How do I refund him his money? And can he give me a negative feedback?

When shipping via USPS Puerto Rico IS within the USA. You are in Michigan, the cost would be exactly the same as an order coming from California.
There is absolutely no reason to cancel the sale, doing so would earn you a serious defect AND yes the buyer could probably neg you if they wanted to.
Just ship the order!
When printing a label make sure to use "PR" for the State, do not use it as the Country.

If you're using USPS. The cost will be the same as mailing a package from California to New York or Florida. Only issue is if it's going ground. It will take a bit longer because the trucks are slower underwater.
Puerto Rico for some reason is fairly fast too. Have had packages get to San Juan within a couple days from California. Guam and Northern Mariana Islands for whatever reason will take about a month.

You should be using Calculated Shipping which uses weight, dimensions and destination as parameters for the shipping cost and shows the correct one to the buyer.
And even foreigners like me know that Puerto Rico is part of the American Empire, along with American Samoa, some of the Virgin Islands, and Guam.

Guys????
Really why are you trash talking someone because he doesn't know his states?
Come on admit that some of you didn't know yourself....
Just because the OP didn't know that it was part of the US doesn't mean anything.
I did know at one point but I forgot (:

I forget where, but if you really want to exclude the US territories and focus on the states. You can. Can exclude Alaska and Hawaii too if you want. But outside of the messages occasionally being in Spanish, Puerto Ricans are usually fine to sell to (I haven't had issues at least).
The USD to USD exchange rate fees can be a bit much though.

What you call trash talk is warranted. If you're going to be selling on eBay and shipping items, you need to know what is part of your own country. That's basic.

Better send it fast! Packages going there can sit in Florida on barge waiting to fill for 3-4 weeks before starting to move..

You should compare the prices for shipping via Priority Mail vs Parcel Select Ground, you might decide it's worthwhile to upgrade to Priority. Sometimes the price difference is very small, depending on package weight and Zone.
Here's eBay's shipping calculator. Be sure to click on the option to show eBay pricing; it defaults to show the retail ("in store") price for Priority Mail.

eh, I see it mostly as taking the **bleep**. No real harm meant. Kind of like Slippin Jimmy(?) or however it's spelled mocked my joke about algebra in another thread. I took it as what it was and not meant to be mean or anything. Plus it wasn't a great joke to begin with.
I will say, Puerto Rico confuses me a little. Maybe it's this way with Guam and the other islands too. But you can renounce your citizenship or become a resident of Puerto Rico or something and live there and not pay income tax in the US. But you are still a citizen enough to go back and forth. Supposedly a lot of rich people do that.

LOL, mea culpa,,,,,I think my first or second visit here i asked if I need a customs form for PR. BOY, they set me straight fast. HA what did I know- I was schooled in the 50s-60s where our school was not accredited or had lost accreditation. 34 in my class made it to graduation. I was working 1-2 jobs after school since 9th grade. When I was in school I was busy passing notes or nodding off or reading a library book or a romance novel instead of my history book. Soooo, I fessed up. 😁 Who's next?

The truth will set you free.
I only remember being aware of it in 2007 when I had to ship something there.
No shame in being educated along our journey.

I've heard of banks in New York of all places not allowing Puerto Ricans to either open an account or take a check because they or the check is foreign...heh. Your US dollars aren't good here...
It's just something people don't think about or really clicks in their brain I guess. You may know of PR as a territory, but you might not really think about it beyond that.

As others have said, it is US & is just like shipping to another zone. It just has a regular US zip code, so you don't have to give it a second thought.
