Because of false bidding on my automobile, posting it again would be chargable unless I wait one year.
Allowing these scamer bidders to close a sale without my approval takes away any control I have over the legitimacy of the sale. I am also limited in selling non-automobile items to a single posting, because of ridiculous bids and policies about negative feedbacks. Again, I have to wait several months for that to reset. I am not going to buy or sell an unwanted item just to reset this limitation, nor should I be required to do so. Ebay has turned out to be an uncomfortable experience. I don't know why they set up these awkward and convoluted regulations, but Ebay is not for me.

There are posters here who know the Motors policies quite well.
Sellers do not get to approve of a buyer, which is sitewide, not only in Motors. Sellers of motor vehicles have an advantage in being allowed to sell a vehicle locally while the eBay listing is active, an option not available to other sellers. Bids on motor vehicles are also non-binding on buyers.
You can ask eBay for an email that contains the buyer's name, phone number, city, state, and zip. At the same time, the buyer will be notified of the same info for you - and that you requested their info. Call the buyer and see what happens!
eBay policy: If the buyer has not contacted you and made arrangements with you to pay with cash in person per the listing within (it's either 48 hours or 96 hours, I'm not sure if Motors is 96 hours), you can file an unpaid item report, wait 4 days (96 hours), and close it for non-payment. That will issue an account credit for your successful selling fee.
You really should have a timeline in your listings that indicates the period of time within which a buyer has to contact you to firm up arrangements for shipping/pickup of the vehicle, including a final date. eBay does, however, allow you to file the unpaid item report 48 hours after listing end.
You would usually then be able to relist the car, but you are limited to one listing per month outside of Motors. You have 2 negs for refusal to sell, which probably affects eBay's listing limit.
Buying or selling additional items would have no bearing on increasing your selling limits, which is conditioned on receiving 25 positive feedbacks within the past 90 days, plus additional conditions.

All these restrictions about 25 positive feedbacks in 90 days makes Ebay totally unusable.
Allowing buyers to "sell" your car before you can check them out is ridiculous leaving the seller
vulnerable to scam artists putting out bogus bids.
