Questions about the new Starter store

I can't find anywhere this has been addressed. I know the new starter store does NOT get the reduced store FVF OR the free shipping supplies, BUT are they still getting the free BIN on auctions and free scheduling that non stores get?

When a byer puts something in her cart.
