Unable to list items

I am trying to list a new item and it will not go through.  I tried saving as a draft but now it is stuck on the endless "saving draft" spinning circle.  I was able to relist an item, but new items are not working.  Is ebay down right now in that area?  Thank you,

Apparently the glitch is fixed now. I was able to list an item today.  I see there were other posts that were having the same problem.  Ugh!

I was able to list today but now, this evening there is a whole new format and no area to type in a description.

It is not enabled to receive it. What is going on?
