I have a buyer who is trying to purchase a WW1 helmet from me, but he says that my listing will not ship to France even though I have shipped to Germany and Switzerland within the past month. Does anyone have any Idea why I cannot ship this helmet to France? Here is the listing https://www.ebay.com/itm/315699271993

Because you have the item shipping only to the US, you don't have international shipping on that item.
How do you expect to ship that helmet First Class? You would probably need to change it to Ground Advantage because First Class package is no more. I don't think you can ship it First class letter with postage stamps.

My listing is enabled for international shipping. The eBay international shipping program is different from the normal shipping settings all my listing besides Pokemon cards have the same shipping settings and I have shipped to Switzerland, Germany, and Italy in the past with the same shipping settings. So that's not the issue.

You may have eIS enabled but it is not available for the WWI helmet.

I took the screenshot from the helmet listing. It seems the reason why I cannot ship it to France is because you cannot ship military equipment to France without a license even though this helmet is an antique and not fit for military service. So bureaucracy is the issue but thank you for taking the time to respond.

EIS is probably applying that regulation and preventing it from going to France. They tend to apply a broad spectrum to some categories. You may want to try listing this in another category such as Antiques or Decorative Collectibles.
