I sold a game and shipped it to the buyer, USPS tracking said it had been delivered. Buyer turned around and said they never received the package. Money was withdrawn from my PayPal account for the cost of the game in the shipping. USPS says it was delivered why am I being penalized for the game in the shipping when USPS tracking information says it was delivered there. Buyer stated that Someone had stolen it from at their front porch. Please advise

Where was the claim opened - ebay or paypal?

Call that company, upload tracking that shows delivered, and ask that they close the case in your favor while you remain on the phone.

Buyer is responsible to have a safe place for her mail.

Mail carriers sometimes make mistakes and deliver to the wrong residence.

Sometimes a package arrives, some other resident puts it aside and doesn't say anything.

You can upload the tracking info to the case you WILL win and the hold on funds WILL be removed.

After that you should contact the buyer, suggest they check with other residents and/or their carrier.

Personally I live at #255, my mail is frequently delivered at #225, same people have lived in both for many years so we are used to it and regularly exchange miss-delivered mail.

Paypal will put a Hold on balances while disputes get sorted out.

It's not that they don't believe you, it's that you haven't shown them proof of delivery yet.

Respond to the Dispute with the tracking showing delivery.

You can also politely tell the buyer to ask her housemates if they accepted the shipment and put it carefully where it could not possibly be lost, ask the same of helpful neighbours, and drop in to the Post Office with the tracking number asking if it was actually brought back there or if the carrier remembers anything about it.

All of those are just stroking. Making the buyer think that you care (not that you don't, but....)

The Proof of Delivery is all that you need.

If eBay refunded the amount, The buyer had to have opened an INR case, and eBay would have messaged you to resubmit the tracking number. If you didn't do that, eBay would refund the buyer.  As long as that resubmitted tracking number shows item delivered your golden. I would appeal the decision. If you didn't resubmit it, your out of luck.
