USPS shipping options grayed out for shipping to PR

When I tried to print a label on eBay for shipping to PR today, all the USPS shipping options were grayed out. The only available option is FedEx smartpost, which I don't want to use. Does anybody have the same issue?

I shipped a box to PR earlier today.  I just went to print another label, and have all the USPS options available.

Make sure the buyer put PR as the STATE and not the COUNTRY.  eBay's system doesn't know that PR is not a country.
