Hmmm, that is rather strange ... request a callback from eBay and ask them to deny the refund based on the carrier misdelivering the package: eBay Customer Service

that ebay tells me is now actually returned to me despite what my lying eyes tell me.

Do I understand correctly that the package has not been returned to you? Did you get one of those form letters from eBay suggesting something like "enough time has passed, so you must have gotten it by now, so refund your buyer"?
There have been a few cases posted over the last few months where eBay WILL refund the buyer regardless of no 'delivery' scan for the return. I don't know what it takes for a buyer to get such a 'ruling' but an acceptance scan alone will show they did attempt to return it, so they will be refunded.

Well, I have an interesting one too but it is a shipment to me on a purchase. Originated in MA shipping to me in PA but is currently in AZ ...

Little known or published fact here ... on day 4 of a Buyer's claim that they did not receive the item request a callback from eBay and ask for an extension ... they will extend that claim up to 10 days for you. eBay Customer Service
In the meantime, you can file a Missing Mail piece with USPS, sometimes that may help to shake things loose: USPS.com® - Sign In
