Has anyone made a simple usps shipping rate chart for 2025 and be willing to share it? Thanks either way.

Since USPS Ground Advantage is based upon the shipping distance between the individual seller and the recipient, there is no standardized "shipping rate chart".
An additional unknown factor is the shipping distance between the individual seller and selected rural ZIP Codes, to which have been added additional shipping fees.

Of course there can be a shipping rate chart showing prices based on specific weight and zone. USPS publishes their Retail and Commercial rates in a handy reference document:

Inconveniently, the eBay rates which are discounted from those prices (with a couple of exceptions such as Media Mail) are not published anywhere. So what we need is the equivalent of the USPS rate charts, BUT with eBay rates. I suppose you could generate your own by slogging through the various Zone/weight combinations, using the eBay shipping calculator.
Regarding the "rural rates": ironically, those are easy to access because they are simply the published Commercial rates. The "Rural surcharge" is simply the published USPS rate, without the extra eBay discount. So those can be looked up in Notice 123, linked earlier in this post.

I have one for my GA 15.99 and under.
May not be exact for all but is a guide for me.

As I had stated earlier, USPS Ground Advantage is based upon the shipping distance between the seller and the recipient; so your rate chart may not be applicable for someone living in another state.
My selling state is Minnesota, and the USPS Ground Advantage shipping rates increase, the further away the recipient's address is from my ZIP Code.
One could create a workable postal USPS Ground Advantage chart, dependent upon one's individual ZIP Code; but rates will probably be increasing again in a few months anyway -- so what's the point?
And, if a seller uses calculated shipping, it's a moot point anyway, right?

One thing that might affect the shipping rate charts is whether YOU are charging the customer retail postage or ebay discounted postage. As @nobody*s_perfect pointed out, the USPS charts are based on retail. Some sellers like to pass on the ebay discount to buyers and others like to keep the discount to help offset shipping supplies or fees.

The USPS publication that I linked to includes both Retail and Commercial (online) rates. For most Priority Mail and Ground Advantage packages, eBay sellers pay a lower postage rate than the amounts shown on the Commercial rate charts.

The rate chart which @buyselljack2016 provided is relevant for every seller in the US. It is taken directly from the basic USPS rates publication, Notice 123.
As you explained, rates are based on distance. USPS organizes distance as Zones. Every sender is in their own Zone 1. You can generate your own handy 1-page Zone chart here, based on the first 3 digits of your ZIP Code, so you can check the Zone for any other ZIP Code relative to your own.
