I know these threads are common but I haven't come across any answers that seemed like they'd sort out my issue. Also, I mistakenly thought you could toggle International Shipping off and on, so now I have to wait 24 hours to opt back in.
At this point how might I put together a way for this buyer to purchase the item outside ebay's International Shipping, or is that even possible?

Why would you not want to use Ebay’s International Shipping option?
It takes all the risk off of you once it reaches the hub and they take care of any damage, lost, or return issues.
It also costs less than trying to ship internationally on your own.

Perhaps the items which your buyer wants are in violation of the new General Product Safety Regulations, which went into effect on December 13, 2024 in the European Union and Northern Ireland --
Look over the GPS Regs for yourself -- there's plenty of product dead-ends for most American products --

american-photography: I do want to use it. I accidentally turned it off thinking I could turn it right back on again. Now I'm waiting for 24 hours to toggle it back on. However it being on still won't allow me to sell to this buyer, and I have no idea why.

I can't make a lick of sense of that legislation. other than things that are "safe" are allowed in and if they're not safe then that's bad. Nevertheless, I would be surprised if a board game somehow managed to get flagged by eBay in terms of that new regulation. But I honestly don't know.
