US Administration of Cuba, 1899, Postal Envelope

I know about eBay's restriction on listing items manufactured in Cuba.

What I want to list is US Post Office items designed for use ONLY by US personnel stationed in Cuba following the Spanish-American War in 1898-99.

These are NOT Cuban items.

They are special use items produced ONLY in the US to be used ONLY by US personnel administrating the island of Cuba.

How do I get eBay to wake up to the fact that in this case is NOT banned by US Law?

I doubt you can wake up Ebay on this matter. They have a right to restrict whatever items they want, not just items banned by US law.
