I'm about to lose the THIRD sale in the last couple of months because of some obvious errors in ebay's International Shipping. This will bring my loss to almost $150.00!!! These International Buyers ordered multiple items....they requested an invoice, which is the way to go, but I keep getting an error message that I cannot invoice International sales!!! I've talked to several ebay Customer Service people between each incident and I've gotten numerous answers.....NONE THE SAME!! I'm trying to keep this sale.....the buyer contacted ebay in his Country and they told him there's no reason why I can't send an invoice......one of the others were told that too!! CAN SOMEONE TELL ME WHAT'S GOING ON AND HOW I CAN FIX THIS....BECAUSE EBAY HASN'T BEEN ABLE TO!

Are you shipping directly yourself, or using ebay's new international shipping program (formerly GSP)?
Is buyer putting all the items in his cart before purchasing?

I took a look at a couple of your listings and you have been enrolled in the eBay International Shipping (EIS) program. When you are using the EIS the seller cannot send an invoice those are sent by/through the EIS. The buyer should have already received an invoice for the item. Following is the shipping information from one of your listings. The EIS program is slowly replacing the GSP and sellers are being transitioned automatically if they were using GSP before. The program is experiencing a few issues.

Besides you 'cannot' invoice international buyers when you use EIS, but you have some items that don't even ship outside the US. Not all your listings are the same in regards to shipping.

Seems like I'm a little late to the party, but if you unenroll yourself from the Ebay International Shipping program, you'll be able to send invoices again.
Top left, "Hi, ____" -> Account Settings -> Shipping preferences -> Opt out of ebay international shipping

Slightly off topic:
Have you read your list of inclusions and exclusions?
Did you intend to exclude Barbadoes but include Burkino Faso?
There are only four African nations I will ship to, and one of those is because of Precious Ramotswe.

I just had something like this happen with a repeat buyer. They were buying 4 pieces of art and when i tried sending an invoice it told me can't send EIS invoice. Later i found that one of the pieces had EIS selected only and the other 3 had other options for shipping which i was able to send an invoice to them and they paid for 3 of the 4 now i don't know what to do with the 4th piece? In the midst of this i contacted eBay twice and was told to the effect can't send invoice and they would have to pay around $108 in ship cost? as opposed to $29 which is around what it should be with USPS FCI so first person said they would pay the full $29 for each item to ship. The second time i called they told me the only work around would be to have them request cancel order and then i make a lot listing of the 4 items and have them purchase that way and that sounded like much more problematic than just being able to send an invoice which is what i ended up being able to do?

Currently dealing with this now.... and it's very annoying. The buyer is awesome and an amazing ebay customer, but this new EIS system sucks! I am thinking I will have to do what you said and cancel the items and list as one big lot.
