There are two issues I am facing on eBay.com:
1. Seller are able to file "not received item" before actually shipping an item and/or immediately after shipping it. The system has a bug ignoring the actual shipping date and the transit time for the selected shipping service on the store.
2. Buyer blocking has major loophole: when seller block a buyer, the system blocks the user ID but doesn't block the person address. I blocked an abusive buyer who places orders and leverage the system bug in point 1 above. The same person managed to create a new user ID with the same shipping address, and placed another order (and opened a case the same day I shipped the item leveraging the bug explained in point 1)
Appreciate if someone takes these issues seriously as we reported the situation several times in many cases to CSR but issues still persist.

Did you mean that buyers are able to open an INR case before the seller ships the item?
Do you have an example of that or an anecdote about a particular situation including dates?
Since, when you block, you're blocking an ID, not a person, I can see how someone could open another ID after they have been blocked. Can't figure out how an INR case can be opened before the estimated delivery date, however. Again, how about an example?

Buyers cannot open “Item Not Received” cases through eBay before you ship or immediately after shipping. They can, however, open those cases through their financial institutions. eBay has no control over that. I know this happens as I have experienced the same, you just upload tracking into the case so you’ll be covered.

Buyers IDs are blocked from buying. Unscrupulous buyers still open new accounts with new IDs You can report the buyer. Abusive Buyer For unwelcome and Malicious buying.

Apparently, buyer can open Item Not Received through eBay. If case filed through buyer Credit Card provider don't show as INR, it will show as a disputed by buyer payment provider. eBay CS confirmed that the two cases were initiated as INR from the buyer account not from the buyer credit card provider.
As far as the buyer blocking: it is in effective to report Abusive Buyer because in the first incident with the buyer it was reported, and it was clear that the buyer is abusive and eBay team did nothing.
What is needed is to allow seller to block buyer based on name, address, zip code...etc. Alternatively, eBay verify the buyer account and block creating users with the same home address (sort of Buyer ID Verification).

Are you uploading tracking into those cases?
How can an INR case be filed on June 23rd 2023? Today is June 18th 2023.

Can you explain why you would open INR cases BEFORE the last estimated delivery date in these two instances?
Also, have no idea why eBay would even allow you to do so.
OK, so you opened those cases through your credit card rather than through eBay?
If so, eBay will have nothing further to do with you and your chance to use the MBG is done.

Yes, but irrespective of Tracking number. The first case was filed before shipping.
