Two-Factor Authentication: iOS Push Notification Ot Received

My iPhone 11 Pro Max is running the latest public stable build of iOS 13.6, and my MacBook Pro is running the latest public stable build of Mac OS version 10.15.6. Three days ago, I downgraded from the public beta of iOS 14.0 to the stable build of iOS 13.6. Since then, the push notification for two-factor authentication is not working; the notification is not being pushed to my device regardless which device is used to attempt sign-in. eBay returns the notification was sent, but no such notification was received. Of course push notifications are enabled for the eBay app upon prompt by iOS to do so. For that prompt to be invoked, I enabled push notifications in the accessible settings within the eBay app. However, this was for naught.
As a cyber security professional, instinct tells me the private key and public key are not what either the client or the server expect the keys to be. In fine, I cannot sign into my eBay account unless support personnel with sufficient privileges disables two-factor authentication on my account. Trust when I state I am no novice or average user; I am very ware of the situation and know I cannot fix this on the client side.
