When I go to the Resolution center to report buyer as not paying, it says,
Next, tell us what happened
If your buyer hasn't paid, please open an unpaid item case.
When I click on the, open an unpaid item case, the link sends me to a cancellation page. I don't want to cancel but to notify Ebay the buyer hasn't paid.

If you wait out the 4 full days, the option for "Buyer didn't pay" will be added to that list.

Yes, on the 5th day, you cancel the order and use nonpayment as the reason.
Like before, the buyer receives an unpaid item strike.

This is the new way to handle non-paying bidders. After 4 days of nonpayment, you, the seller, cancel, citing buyer did not pay. It will be cancelled, your FVF will be refunded, buyer will have a strike and you're free to relist.

As noted in the other post, the unpaid item process is now a type of cancellation. If the buyer doesn't pay within 4 full days, then the cancellation option "buyer hasn't paid" will be available. The buyer still gets a nonpayment strike. It's all one step, not two steps like the old process (which took 6 days).

OK but right now the only choices from the drop down menu are,
Out of stock or damaged
Buyer asked to cancel
Issue with buyer's shipping address
It was bought on the 11th but nowhere does it say anything about waiting 4 full days to file.

It's a relatively recent change, and their Help pages are typically slow to get updated. If you set up automatic Unpaid cancellations, that can act for you as soon as 96 hours plus one minute from the time of sale. Manual cancellations (such as the link you were looking for) are available on the fifth calendar day from the time sale.

Once you have that set, it will act automatically for you. (There is also an exception list maintained on that page if you want to exclude buyers whom you're allowing to pay late.)
