Two things that I know of can cause that:
You can't edit a listing when it's an auction with bids (in which case the Best Offer option would usually have disappeared even if you added it originally).
You can't edit a listing when there's an active offer, which is this case could be a Seller Initiated Offer. Did you send offers on your listing? You can do that even on listings you haven't enabled Best Offer on.
