I can't send offers to watchers this morning.I've tried many times and always get this same error message. This is not the same message I get when a buyer has opted out of receiving SIO. Does anyone know how to solve this?

My EBay seller feedback should be 100% but is listed as 0%

I have only sold 1 item on EBay, and that was years ago, but got a 5-star rating from the buyer. I also have only positive feedback as an EBay buyer. I don't mind being listed as a new seller, but if a percentage is shown it should be 100% not 0%!
