Tracking number without delivery to P.O.

I bought an item and got a tracking number. I noticed that another buyer said that he also got a number and the guy never took it to the post office. Seems that is also my story. Since I am also a seller, I get frustrated with  sellers like this. Is this an unusual practice?

It says it was never scanned and the delivery date has already passed. Just has a tracking number. It is a thought that it is a out of stock item and he doesn't know what to do or maybe he wants to try to resell it for more money. But he will take a third hit on seller feedback and he is only a 73 feedback with a  98.3 feedback before I leave a negative. It is probably just inexperience instead of anything else. Thanks all for input.
