So I mailed an envelope(4 1/8 X 9 1/2 inches) to Croatia with tracking where it was scanned by the post office.
The 'estimated delivery has changed'...from May 14th-May 26th to May 30th-June 4th...reason 'running behind'.
I do not have EIS...this is just an envelope by the way.
Can buyer open a claim now or when is my basic question?
And if a claim is opened and item is still in route visiting the continents will I need to refund while envelope is still visiting countries?
I know I can add tracking to an eBay claim...but would just adding tracking help?
Although it is an expensive lot(s) I am prepared to lose the funds and not cry a tear.
I just don't want to get a 'ding' for not refunding in that cruel 4 days time limit.
Haven't really had something touring the continents before getting delivered.
As you can see USA to Croatia where I just assumed Croatia is more like a Europe head to spot...
But not to Doha, Qatar and then to Kilimanjaro, Tanzania and then to who knows where?
Has anyone had something visit more than one continent before shipment?

I have had a few packages tour throughout the USA, and I just kept in constant contact with the buyer, sending screen shots to let them know the package was not lost, just traveling. I did a partial refund (20% off, I think) for their understanding, let them know every now and then this happens, 1 out of 700 times, etc. etc.
I also would check in with the post office, have them pull up the item, try and explain it to me, see what they could do. The package would eventually reach it’s destination.
My attention, details, apologies, partial refunds and finally being delivered turned out okay.

Buyer can open an INR 1 day after the last estimated delivery date that Ebay gave them when they placed the order.
If there's recent tracking, they could put the case on hold a few days to see if it gets delivered.

If the time for deliver adjusts, doesn't the buyer's ability to do an INR also adjust to this new time frame? I thought time frames adjusted when packages were in transit depending on what was happening.
I could understand the package going through Qatar to get to Croatia, but why it went to Tanzania after that I have no idea... that package will have seen more of the world than I have by the time it's delivered.

Look at the Order Details page. The Order Details page will show you eBay's original estimated delivery window.
The buyer can file a claim starting a day after that window closes.
If there is a recent tracking scan (7 days for domestic package, or 10 days international package) you can get a 7 day hold put on the claim to allow more time for delivery. There are reasons why that may become challenging, but we don't have to get into that right now. If the buyer does file a claim you can come back for more advice with most recent tracking info.

The delivery date might change on the USPS tracking, but I don't think it would change the EDD that Ebay gave the buyer.

Technically the EDD changes on the eBay tracking page as the carrier pushes through updates. However that's the carrier's EDD, not eBay's EDD.
eBay's original EDD does not change and that's what eBay goes by in terms of buyer protections @sin-n-dex . You can see that original EDD on the Order Details page up until there's a delivered scan.

I am looking at when item was sold...May 6th...'Order Details Page'
Original 'Estimated date of delivery was May 14th - May 26th'
But it has changed to 'Estimated date of delivery May 30th - June 4th'.
The dates were changed by eBay.
Might this be something new eBay can and does?

I am not even looking at tracking.
This was bought May 6th...LOL

Where did the dates change? On eBay's tracking pop up (not the USPS site)?
The dates on Order Details do not change so if that shows May 14-May 26 then the buyer can file a claim starting today.

The EDD on the order shouldn't change.

Not the USPS site...not the eBay tracking pop up...but on the item sold.
Isn't that strange?
I was just checking today if it got delivered and notice everything.
Apparently eBay now changes 'estimated date of delivery' on item'...I had a past purchase where the date also changed with a seller's 'estimated date of arrival' on a media mail purchase.

The item page is a terrible source for EDD post-purchase because the listing will always display EDD as if someone were going to purchase the item today. It will never show a static EDD from time of sale, even after the listing ends.
For original EDD shown at time of purchase, view Order Details as I mentioned above.
In other words, for a post-purchase EDD, never look here:
If that's what you're looking at, all you're seeing is estimated delivery as if the sale did not take place yet. Shipping to your location (in this case zip code 90210) as if the purchase were to happen right now.

OK the lack of an EDD on the Order Details page is odd, though it could be because of the shipping method advertised on the listing.
On your second image of the tracking pop up where it says "running behind" - click that little i in a circle. What does the pop-up message say?
I believe May 14-May 26 is eBay's original EDD. Not sure why it's not showing on the Order Details page. That's odd.
Edit: scratch that. May 14-26 was USPS's original estimate, not eBay's.
