We have been Top Rated Seller for 2 Months, yet we have not seen the badge not even once on our over 400 listings? eBay gives us the run around as usual. Blaming it on anything they can. They just won’t be accountable. In addition we do not see the TRS seller discounts ! How many other people have this issue?

Free returns are absolutely NOT required in all categories. There is a long list of exclusions.

In some product categories, we'll extend the discount benefit (but not the seal) even if you don't offer 30-day free returns.

For the 10% off fvf, you have to be Top Rated Plus.
TRS+ Requirements:
1. Same or 1 day handling time
2. Free returns on domestic items
There are a few of other requirements relating to service metrics. Looking at your listings it seems as though you have buyer pays return shipping.

There isn't a badge for Top Rated Seller; however, most of your listings show the TR+ badge.

The problem is technical! It has to do with giving Free 30 Returns on all my listings. There are 44 listings that won’t take the change and therefore is blocking the rest. We are not getting 10% Value Fees. Which is a big reason to be TRS. Also, on each listing it says, shipping $5.99 and below that Every Listing Says, “Buyer Pays for the Return”. I have seen TRS Badges or Notifications on some Listings from other Sellers? Thank you!

TR-Plus is a listing status, not a seller status. If a seller is a TRS, they can choose to meet the TR-Plus criteria on some listings and not on others. For instance, they might choose not to offer free returns on items that have a high shipping cost. Anyway, as noted in another post, most of your listings ARE showing the TR-Plus badge. I checked a couple of your listings that didn't show it, and found that they had a 3-day handling time: that's why those listings don't have the TR-Plus badge.

How does it get fixed? eBay sends me an email how to improve my listings containing the listings you speak of, 44 in all. I edit them and change all to 1 day handling and free 30 returns but it doesn’t take in their system. Had same email 3 times. There is a glitch in their system preventing us from fixing these listings. In addition the agent that helped me last said I was not getting the final value fee benefit. I can try to isolate the 44 and see if manually I can fix. Thank you, most helpful .

I was told today by customer service that I have to offer Seller Paid return shipping. I did not see that listed in the policy, just 30 day returns. But per ebay you will have to cover the shipping.

Top rated is a seller status. You as a seller are top rated.
Top rated PLUS is a listing status. For a listing to qualify for the top rated seal it must offer same or one day handling and 30 day free (seller paid) returns. These are the listings that get the 10% off of the final value fee.

30-day free (i.e., seller-paid) returns are required to get the TR-Plus seal on a listing, but as noted in post #3 there's a big list of categories where you can still qualify for the 10% FVF credit without offering 30-day free returns:

That page also clearly states "Once you've reached Top Rated status, you can qualify your listings for these exclusive Top Rated Plus benefits if you offer same- or 1-business-day handling time and 30-day or longer free returns". So I'm wondering where @newleafvalues read otherwise.

Those listings don't get the TRS+ seal though.

Yup! That's why I said, "30-day free (i.e., seller-paid) returns are required to get the TR-Plus seal on a listing."

I regained my TRS status after my total sales eclipsed 100 again. My sales lagged in the previous months so I listed several items to get my TRS back.
With TRS there is no recognition for buyers to see this, correct?

You haven't regained your TRS status yet. You just regained your 100 sales threshold after May 20, so you'll get your TRS at the next evaluation, on June 20. If you had already gotten it, the image you posted would show that, and so would the header on your feedback page.
