I'm curious about being designated a Top Rated Seller.
What advantages does this tag provide for sellers? And for buyers?

There's some good perks . I know as a buyer I feel more comfortable when I see a seller with that gold star as well . Tulips

I buy hundreds of items a year on eBay and don’t even know where to find the badge. As a buyer TRS is totally irrelevant to me
As a seller it has a few minor benefirs

I think eBay would hope that the TRS badge would give buyers greater confidence in the seller, and it is ia great idea in theory ... however, the "rating" eBay uses is based only on (a) meeting your handling time and (b) surrendering any time a customer wants to take advantage of a seller.
Those are simply insufficient metrics ... there are some terrible sellers that give the worst customer service and sell cheap junk, yet they are TRS. And, there are many great sellers who are not TRS simply because they don't have the ease to get shipment scans.
When I'm buying, I always look at the customer feedback for a seller to judge whether or not they are a good seller ...

Top Rated Sellers do get a special postage iscount. They pay the Commercial Plus rate for Priority Mail. This is about 3% lower than the regular online rate (Commercial Base).

Actually, there are two different levels. TRS get a slightly better discount than normal eBay sellers.
On this account a padded flat rate envelope costs $6.50, on my TRS account it costs $6.30.

Many buyers have learned the the "Gold Star" TRS does not mean that you will have any greater chance of a satisfactory, successful transaction than you do with the newest seller.
Sadly, some of my worst buying experiences were from TRS sellers, and I am not alone.

Yes it does.
I have a TRS account and a non-TRS account.
A one-pound Media Mail package is $2.63 on the TRS account and $2.77 on the non-TRS account.

You should check that again. Media Mail is $2.63 for 1 pound for everybody.
