You can block NON US PP payments under selling tools in your PP acct settings.
Just a good idea to state that info in your TOS, so they don't buy only to find out that they can not make payment. Which would cause you to file UID on them.

Thanks so much. Where exactly under tools? Do you recall? There are a lot of different options when I open up tools.
Also what does POS mean? Does that mean state that in my listing? So the buyer wouldn't get rejected automatically by Paypal so that they wouldn't be able to purchase my item?

The item has been purchased on the eBay side before the buyer pays.
As long as a buyer has a US address, the buyer is allowed to purchase. It is unethical to block payment from a buyer who has a US address.

But what happens if they use their US address to buy but then try to change to an out of US address when they pay? As long as they are made to stick to the US address then I would have no problem with them but I had to stop out of US shipments because for some reason I cannot leave those in my rural mailbox and have to carry them to the PO to ship (something to do with custom form) and I prefer not to have to drive 12 miles to ship something I could leave in my mailbox.

All buyers specify the ship-to address during checkout. When you properly block non U.S. destinations in your listings, then international buyers MUST provide a U.S. address. They can't substitute a non-U.S. address.
However, if you block non-U.S. Paypal payments, then international buyers with a U.S. address will be unable to pay. Then you are stuck with a valid sale but no means for the buyer to pay!

Totally disagree. Two of the dwindling few "rights" I have here are to not sell internationally and to refuse payment by foreign currency.
I've had more than a few buyers with US addresses - not those of reshippers but friends, relatives, etc - that were actually out of the US. Purchase is "made", then I get the email that the buyer couldn't pay. I say oh gee, are you using foreign currency? Yep. So sorry, I say.
So, I've lost a few sales. I don't care. As long as it's an option given to me by ebay, it is not a defect and it shouldn't ever be a defect. *I* get to choose whether or not I want to voluntarily pay the fees charged by paypal.
PS - I have relented in a few situations over the years; totally dependent on item being purchased, type of currency exchange, and my spidey sense. I've also had buyers who had the friends or relatives purchase the items using US funds. Not sure how that would all work now with the new Bots On War Against Messages program.

Wrong, wrong , wrong and completely backwards. What is unethical is allowing buyers to register a US address and not have the ability to pay with US funds. The system is just fine the way it is. There are extra charges to accept foreign currency. It is completey unethical to demand to be allowed to force that on sellers.
