Top Rated Plus and Power Seller- What happened to my 7 day grace period for neg or neutral feedback?

I am a Top Rated Plus and a Power Seller. Power Sellers are supposed to have a 7 day grace period before negative or neutral feedback can be left. I have a customer who accepted my offer on the 4th. Didn't pay until the evening of the 5th. Item mailed out on the 6th first class mail. She received the item on the 15th. Just noticed she left neutral feedback stating that the item was received 1 day late for event. Not sure how this is my fault. Maybe if she paid on the day she accepted the offer, she would have gotten it on time. How was she allowed to leave neutral feedback only TWO days later? What happened to the SEVEN day grace period?

The 7 days starts on the date of the transaction.  If she left feedback on the 15th, that was 11 days after the transaction.

Reply to the feedback:

Buyer purchased on 4th, paid in the evening on the 5th, we shipped on the 6th. We offer a 30 day return policy.

I'd not worry about a neutral. Plus, the comment makes your buyer look like a 'not so careful' buyer, anyway.

It's not your fault, the buyer cut it too close anyway, bad planning on her part.
