I've scanned the forum for an answer, but couldn't find an answer... hopefully someone can help!
I recently updated all my listings to one day handling and free returns for thirty days. I have over 4,000 items, but only 97 are activated. Can someone help me see what I am missing?

I skimmed through several pages of your listings and saw the TRSP seal on all the ones I looked at. Maybe that screen you posted just hasn't updated properly yet.

I do see at least one with No free returns.
RPM Dorothy Lamour
There are a few more.....
I hope that helps.....

You could probably do a bulk edit for free returns, just in case more have been missed. If you are using business policies you probably have to check those instead.

I did a search and you have 4,200+ listings, and 4,100+ of them have free returns applied. Most of your listings have the TRS Plus badge showing.
As mentioned above, if you want all listings to qualify for TRS Plus then you should use the bulk editor to apply free returns (whether you use biz policies or not).
Adjusting handling time depends on whether you use business policies or not. If you use biz policies, adjust the shipping policies, if you don't use biz policies then use the bulk edit tool.
The Seller Dashboard (the page in your screenshot) typically operates on a delay. It's very common to see a lag in data. Give it a few days, maybe a week, and you'll see it update.

Thanks to all for the quick replies! Sounds like I need to let it simmer for a few days.
I do have business policies turned on... something I learned about recently to make the jump to TRS+. And I also bulk attached them to nearly all my listings. Some were erroring, which I assume is because I have active offers on them or are an auction with bids. @44012 The Dorothy record is one which has an active offer out, so that helps.
Rookie question... where do I see the badge within a listing? Is it this?
@wastingtime101 Side note... how are you able to see free return status counts on other eBay users' accounts?

When you do that it is not instant, it does take a few minutes or so for your items to show the badge.
I skimmed through a good portion of your listings. It looks like those have the badge. But I didn't go through them all.

Hey @sanfordsherman .
1. Biz policies are a life saver. If you ever have questions feel free to @ me in a post or send a PM - I have a lot of experience with them and have helped many sellers through the process of getting started with them.
2. Correct, listings with active offers or bids means you can't make edits to shipping, returns, handling time and more.
3. Yes, that blue flag is the current version of the TRS+ "badge"
4. In your above post next to your userid click on view listings. Then look at the left side search filters, scroll down to where it says "more filters" - when that pop up appears you can apply a filter to show only listings with free returns.
So I could not see which of your listings did not have free returns that quickly, but I could see which of your listings did have free returns. Listing totals are at the top of the page: 4,200+ before the filter is applied and 4,100+ after the filter is applied.
The difference is probably your listings with open offers / bids.
Since you are opted in to biz policies, it is easier for you to see which listings have which policy applied - free returns or buyer paid returns. Just check this page and click the number to the right of the returns policy. https://www.bizpolicy.ebay.com/businesspolicy/manage

@wastingtime101 Many thanks. I tried biz policies a month ago, looked at the tool and noped right out of there. A couple nights ago I watched a really good, simple YouTube video explaining it all. There's not much to it, once you get started. I've cleaned most of it up, using eBay's autogenerated policies to attack my existing listings. I've pretty much got it down to zero junk policies at this point.
One confusing aspect of all of this is eBay's user storefront GUI and whether a user lands on its old or new interface. The old one shows the blue star icon on TSR+ listings, but the new one does not. You must click into a listing, and you see it. For example, I have a bookmark to a user's store, which takes me to the old store GUI, and:
However, when I go to my store, where my bookmark shows the new store GUI:

Yeah, well that's the difference between the store front and ... scroll down the store front and click the big "see all listings" button (or whatever it says) and on the next page the blue flag appears.

@wastingtime101 Haha, well, you are correct! Thanks again.
