Can't, not enough info there.
Women's? Men's?
Did you check how other listings have this or similar items?

I don't know if this is the best title, but I would put something like....
Joseph Abboud Men's 1/4 Zip Cotton Sweater Blue Multi Medium

JOE Sweater Medium 1/4 Zip Mens Blue Patches Joseph Abboud

I thought that might be a men's sweater, but what do I know.
Thank God the clothing sellers showed up here!

There are several posters taht will say that the first 4 words in title are the most important. Well having done hundreds of searches that have none of my keywords anywhere in the title, so I do not believe that is true.
I do believe that you should fill in as many Item Specifics as possible, create some if need be to get tons of keywords into the specifics which is what I suspect ebays is using for search.
If it were me, I would, use something like this....Joseph Abboud Mens Cotton Stripe Pullover M Sweater Suede Elbow Patches Zip Neck
More are into the suede elbow patch style than how the neck closes.

Joseph Abboud M 1/4 Zip Cotton Sweater Elbow Patches Navy Blue Gray

Why not just use eBay's approved Search Engine Optimization terms?
(Joseph Abboud)(Mens Sweater Medium) 100% Cotton 1/4 Zip.

I would use...
Joseph Abboud Sweater Sz M Blue 1/4 Zip Fair Isle Elbow Patches Mens
And like another said, be sure to fill in ALL item specifics that you can.
My reasoning... I always use the brand first, as even eBay titles will show you that is the best/most searched, 2nd I list 'what' the item is (shirt, sweater, jeans, etc), and then the size. In my experience, people tend to search for items in that order. The rest is just fluff, and if they are looking for something specific in the item, will put those items at the end of what they are typing (1/4 zip, elbow patches, etc).
As for the material, if I have room in the title I'll put it, but that can be pulled/separated out in the item specifics. I also usually put the gender (mens, womens) in the title, but at the end. As when a buyer types in the name brand, the system will offer up -mens clothing or -womens clothing.

Mark your items at a good price --- they will find you
Decided to look --- your "price point" is double what sells here ...
