Please give me your Thought's.
I am Tired of People Bidding and Winning with High Ebay Scores, Then Not Paying for the Auction and/or in Timely Manner waiting it out to find the Item for less. It Ruins the Auction and on Time Sensitive Items (Such as Hot Wheels) it Causes Losses to the Seller and Ebay. There needs to be a Fee for Auction Non-Payments. Of course I can open an unpaid case on the Buyer with the risk of them Ruining my Score once they have paid.
This has been going for Far to LONG! Ebay You need to Address this Problem. This is unacceptable by any Standard. I am a 12 year Member and NEVER once have done this to anyone. When I win I pay in a timely manner, So should others.
Yes for Sure Ebay can Force someone to pay a $1. Penalty Fee for every Auction they blow off. I have to pay my Seller fee's Monthly or my account is Shut Down until paid.
If someone has a high score they use Ebay often. Have them Commit to Pay for the auction when they Bid, If they do not Pay for the Auction the Penalty fee must be paid before their next Purchase, Sale and/or Bid on Ebay. That would Cover Everything!

eBay will never punish their buyers. Buying on eBay is meant to be a pleasant experience.

eBay will not fine buyers.
Although with eBay managed payments, they might require that a buyer have a valid payment method on file before bidding, and the highest bidder gets automatically charged when the auction ends.

Having just had my 3rd NPB in as many months I agree something could be done, but what I don't know.
Yes, ebay wants buying on ebay to be a pleasant experience hence all the jumping through hoops they make sellers do. But it is expensive and time consuming when buyers don't follow through. Once an item is won, anyone else that might have bid and not won goes away. The seller has to hold the item until going through the NPB process. Many buyer's won't go near the same item when relisted because they think that they may have been bid up by a shill or something is wrong with the item.
I generally just thank my luck that I didn't send to them and then have them open a NAD against me to get the price down or some such thing.
Just an aside to give us sellers a chuckle: Any one ever had a potential buyer email about an item telling you that when you REDUCE the item substantially - in my case they gave me a figure which was very, very low - I should let them know! I have a Best Offer on the item, but have it limited as to just how low an offer I would consider.

I agree with you! The other thing is that if they don't pay in a 'timely' fashion and it goes to resolution, they get extra time to pay for the item and we have to ship it right away?
They should pay auctions withing 3 days period. Then we can re-list to someone that wants it.

That would be a Great Practice for the Bidder to be automatically be Charged when they win an auction. It would put all of this to BED!

I can't stand the ones who pay, and then an hour later want to cancel. I still have to pay the paypal .30 cent transaction fee when they pay and then .30 cents again when I refund. 60 cents I pay paypal for a cancel happy care less buyer. Those buyers go on my very special entitlement list. I think the buyers should have these fees deducted from their payment, when they request to cancel a transaction within 24 hours of paying for it.
Of course EBAY coddles irresponsible buyers, and paypal charges sellers for ebay coddling these buyers.

I hear you... There are a lot flaws that need to be worked out. I do not agree with a service charge on the seller if the Buyer backs out. Neither the Seller or Buyer should be charged on a Refund so it stays neutral. Ebay and Paypal make enough off sales to eliminate that fee all together. That would be Good Business on their behalf and would be Praised by Seller's if they fixed that Flaw.

The meaning when I say Fraud:
Fraud has several Meanings not just in the context of a Crime. Someone can be considered a Fraud by Lying, Cheating and being a over all Dishonest Person. That is what is occurring since Ebay removed in our Settings "Only Bidders with Paypal Accounts can Bid on your Items". Ebay opened the Flood Gate's to this problem a few month's ago when they removed this setting feature. Not only did Ebay remove this feature in our settings they did not inform seller's that it was removed. This has caused a world of problems for sellers. Seller's do not have any control who can buy from them until they block them and go through the fire of dealing with them. At least with that setting there was less abuse.

I agree what you are saying as I have had the same problem. At present i am chasing for GBP 13.85. In my listing I alway state the payment should be within 7 days from wining the bid, other wise the order will be cancelled and the item will be re-listed. If the payment is still not received then I raise a complaint with ebay, but this goes on for further few days. My issue is the client if not willing to pay the actual amount, how will an extra fee of $1 will be paid.

O/k some people do have problem paying if, this is the case I only ask the customers is to let the seller know when the payment will take place.

I do not have a Problem with holding an order for buyer if they at least have contact with me. I am taking about the people that ignore your email and Blow you off and do not pay. I am more than willing to work with someone and have several times.
