Found this in another thread.
Not sure if the response that was accepted is the definitive answer, or as some have pointed out it is a glitch.
If it were me I would call paypal and get clarification.

Who is sending you this...the buyer or eBay...if payment is not received then looks like you need to call CS to verify this...I'd have them walk me through it for your protection...

I contacted the seller. He replied and told me he didn't have enough money on his credit card and to cancel the items.

What does it say on your Paypal account?
Is the money there or not?
If not, don't ship.
If it is, contact the buyer and ask if the address PP gave you is correct.
The purpose of this is not actually to confirm the address, but to open communication.
Given that your products are mid-range priced, 12 items could be a couple of hundred dollars.
It might even be worthwhile getting the buyer's phone number and actually talking to him.
You are also selling to a ....how to put this politely... sketchey (?) demographic, so there could be some finagling going on.
As an SF/F fan, though not a gamer, I appreciate most horror fans are just as nice and honest as anyone else. But there's always one....

You can cancel with using buyer request and you won't get a defect.
Hope this helps.
