Before we paid 1.50 to promote and the closer to auction end, the fee went down. Now to promote they take even MORE than $1.50. Then they make it 3 different percentages so if you don't choose the highest or at least the medium one, your things are at the bottom again. I don't like it and it's not fair. Bring back the old way and if your promoted item doesn't sell then just don't charge the fee !

If you think that not promoting an item means it is "at the bottom", then you misunderstand how promotions work.

Possibly I misunderstood, but I don't think I did. Maybe you misunderstood my post? When I go to choose which one to use, it basically says right there the higher you choose the more chances for it to be seen ? Am I reading it wrong ?

Actually, that *is* how it works in super-saturated categories like jewellery. As more people jump into promotions, the higher the promotional rate is pushed by simple competition. I went through the same thing with Google ads back in the day.
Unfortunately, promotions don't guarantee that anything will sell or be seen if the title SEO is bad, or the items have no demand, or there is so much available that even a well-written and promoted item ends up on page 10 because so much is now being promoted.
I recall this happening in eBay's previous promotional scheme eons ago.
